The Compensation debacle/debate - call for the 10,000 -15,000 Seychelles exile/refugee - $500 millions
After we posted that video of Mr Christopher Gill, your first 30 days as President of Sechelles Seychelles, we left out any issues relating to past and current National Compensation for Seychellois exile/refugee, simply as some of the leading Lawyers, Judges, Seychelles Judiciary will realize this is a "Horror, a proper can of maggots/worms".

Mr Christopher Gill is a relatively young Seychellois politicians and may not be fully aware of some of the highly complicated issues others and our person have handled, worked over over the past 35 years in relation to this Topic. {Any incoming none SPPF/PL government will be compel to address and tackle this burning National issues in relation, along with the National debts.}

Now that the NGO's, Civic Society in Seychelles have become familiar with some of the working of the International Institutions, Communities, Judiciary when addressing Refugee/Exile compensation. Inevitably the question is ask what percentage of this Compensation is/will the International Community foot/share. The need to see this as the situation was in 1991 there about, the development in exile/refugee compensation criteria - the impact of the Media on such issues and outcome.

This said - the question need to be raised, ask did - was there a Compensation Plan for the exile/refugees under that SIROP etc., return program. Had there been a/the proper change this program had envisaged - once again the need to refer to those documents, note left in Angers - Loire and those lost/destroyed in 87a Victoria Rd. Kilburn - Brent where that Program was concepted and managed. President FA Rene would like to indicate there was no specific plan for Compensation.

We had a Plan for the economic reintegration of the exile/refugee returning community

We had a plan to compensate those whose property had been nationalise

We had a plan to compensate, indemnify all those who had suffered as a result of the exile/refugee experience as laid out by the UN, IMF, World Bank and other international bodies - we had researched those issues some 5/10 years earlier and followed development.

We had envisaged some kind of National Bond, the exile/refugee could benefit from or exclusively - hence the issues of the Stock Market

Other special assistance, efforts, national program to help and support the returning refugee/exile.

Like we have said a great many of the SIROP etc working were not made public as such those from the USA, EU, Commonwealth who hijacked it did not know its working and it failed.

The National Compensation Plan under the Fudge/change which led to the 3rd Republic. One thing for certain the Seychelles government did not have any money in 1987/88 when that program was put together and they were relying upon its working to generate finance, capital, investments, business, Grants and Loans - over the next 10 years. They also knew from past experience of being in Office and such international government working/economic Program there would be other modalities, gearing process, taking place in this case some $20 billions and more, those who have the details and were involved.

Any young economist can review Seychelles government debts in 1987.

Available to the public are information of their National Plan and process to compensate the exile/refugee and those international investors who lost money, property Nationalise.

On the web certain individuals have written and address the issues of Seychelles government National Compensation - criteria's, this would have fallen under the Ministry of current President JA Michel, the media involvement and Court Cases.

The Seychelles Compensation plan was highly improper and certainly not fair - we will be coming back to this later. Some of their arguments for not compensating or refusal.

There was and has never been a proper plan to compensate the exile/refugee world wide or any returning exile/refugee under a National Plan.

The need to look at the East Africa debacle/compensation
Shortly after the Independence of Zanzibar those exile/refugee, expat who found themselves in Seychelles, beside Seychellois National like Captain Tregarten, my own uncle family, Mr Akba, the Parkar Family, Judge EJ Stiven, other Seychellois family we had know and other British expat in Seychelles who had lost property, existance and suffered as a result of the Revolution and exile. This was 1963/4

President FA Rene, Mr Philibert Louiseau, Mr Guy Sinon were familiar with events, development and political issues - debate in relation.

In relation, given that we formed part of OAU and today African Union. The compensation process, debacle for the Asian and all those who lost everything under the Uganda government of Idi Amin, Dr Obote and the British involvements, cases and issues to date.

Likewise in Tanganika and Kenya. After independence and the compensation process, Plan under President Julius Nyerere and President Jomo Kenyatta.

The earthquake and Tsunami of 2004/5 the compensation at international level for the Nation and Individual compensation, support a proper account need to be drawn up. They did not just get $30 millions, get got a very great deal more.

Beside the Holocaust Compensation - the compensation fro those whose properties were confiscated by the Communist in East Germany/East Europe and their return to their owners and descendents/Family.

The Armenian Compensation - we began to work, familiarise our self with their issues way back in 1983 and as such their support later.

Kurds Compensation program, plan - the international dimension and such involvement,

The Vietnam compensation program/plan and how it worked.

For that SIROP etc program we studied the Latin American model, compensation and resettlement.

The Sir Lanka compensation for the Tamil Tigers.

If anybody think we were sleeping when two years ago the news broke of the Slave Compensation broke through, those Nations involved in Slave Trade the Massive Compensation Bill they have to Foot. What about the Seychelles Slaves and the Seychelles Exile/refugees.

Rather a highly interesting development is the Mau Mau case - Call for compensation currently running.

We are the first Seychellois exile/refugee who address the International Court of Justice in Person 1991 and other instance in writing.

The need to take into account that £21 millions Royal Court of Justice compensation for that SIROP etc program and the other Court case at Canterbury County court for compensation again to do with those properties, issues of that Program 1995.

In recent as reference - the dreadful kenya Riot two years ago and the Compensation process, Plan by the Kenya government.





Had the Opposition won the last presidential election May 2011, they would have been called upon to review and put in place such Compensation plan. The need to make provision for none Seychellois, those expats and investors who lost as results of the revolution/coup d'état and their call/civil case for compensation which will come about with a none SPPF/PL government.

Again the fact that none of the Oppositions SNM, New DP, Mr Phillippe Boulle, previous opposition, SFP addressed those issues adequately/seriously.

The/if not underlying argument - to compensate those Seychelles Exile/Refugees not just in Seychelles but where ever they are for the Traumas and destroyed lives - their Children.

This is why we had began to call for a National review, the gross imbalance, we had delivered on that SIROP etc program those who had made near $10 billions and stash it away beside what was brought into the economy. Those exile/refugee communities of Seychelles who supported and helped.

We believe a Sum of $500 millions is not exaggerated and may be more. In all those Compensation Plan those calling for Compensation set a higher Sum and how it is negotiated - bottom line.
