In 2008 was strongly requested to travel to Seychelles the undertaking we would meet President F A Rene -the luggage problem in the end we had to Travel to Seychelles with just an overnight bag and had to borrow cloth from respective Family members for the one Month.

Several individuals made the efforts, tried to help that we get to meet with President FA Rene to talk foremost  about that SIROP program, Including meeting with his Lawyer and other prominent Justice person. 

Thirteen attempts were made, those who prayed that we will meet him, the global economic melt down of 2007/8 - we had only the SIROP/CDU/Alliance Blog to provide information about that Historic  program of 1986/87. Those we got meet and talk discussed. Our visits to the Maison du Peuple and the photos we took. 

Upon our return to Europe/Britain decided to create a web space, project to address  some of the contents of that program - the process we went through. It was not until 2012 this got done. 


Somebody posted a photo of President  FA Rene last moment in Hospital very late last night, surrounded by his very close family  and the issues we addressed about Salzburg in June 1977, the Pirate Arms Hotel and its owners the Von Oswald Family. Truth & Reconciliation and National Unity Commission 

6/3/19,  We have telephone the former Seychelles Consul in London with the request to inquire by Seychelles government if they would give us clearance using a refugee/exile typical jargon to come to Seychelles to Attend the State funeral of former President FA Rene, his best advice after explaining to him what had taken place in 2008 and the publication of that SIROP program of 1986/87. 

For the past four hours in spite of our very conservative and polite posting upon the Death and coming State Funeral of former  President FA Rene, those parties, high parties who want - are using this historic moment to rewrite their own version of our national history and politic.  Beside his Priest studies and those in Seychelles who have undertaken such studies, Seychelles being a Catholic in majority /Christian Nation,  the very important role of Vatican, the Pope John Paul in person and High Office and the church in Seychelles  and in Europe who supported and impute, beside our many correspondence to the Archbishop of Canterbury /the church of England.  He was an excellent lawyer, so to was Sir James Mancham and Mr Robert Frichot , the person of Sir George Souyave then exile era of our community and the high responsibility he choose/decided to adopt advising us on many aspects of that SIROP program not just Seychelles Law/legal issues, constitution wise International wise. In Seychelles they boast and praise their African connection, roots, culture, values and heritage do they know how politic is done in Africa. 

In view and since the announcement by the National Assembly of a Truth Commission  and Reconciliation,  we began writing those legal entities who could help us/myself and those 25,000 exiles/refugees from Seychelles address the Commission with their respective issues. Those who may have done, undertaken this exercise separately individually too.  We have written to the leading Mauritius Law firms Sauzier and partners, the law firm representing, Glover and Co,   Dr Navin Ramgoolan and the law firm Despeville,  had we been able to raise the money to pay their fees afford then would they be prepare to address the Truth Commission and Reconciliation on our behalf as in/is the international practice. We have address the respective law societies of Europe and France given that the possibility in  each EU state where our exile/refugees have settled and staying, respective history to get legal Aid support and advice. We have address the European Union Justice Body, the French Justice Department.  We have address the African Union Justice Department, Australia, Canada and the USA - copy of the correspondence to those relevant Justice parties. As far as the EU is concern give their mega legislation, discussion and Budget on refugees and exile issues had requested they provide us with a collective envelop to pay for the resource to address that Truth and Reconciliation Commission.  These were are in writing. 

They talk of Truth and National Reconciliation, over/back five years ago the state of politic in Seychelles, Sir James Mancham alive, the Opposition Leader Mr David Pierre, Mr A St Ange breaking away from SNP, Mr Christopher Gill very important efforts. In Britain the Cameron /Conservative government terrible their politic, the White House of President Obama  - my decision to request the French government to consider transferring my refugee status to France under UNHCR protocol the original application via the French Embassy in Seychelles, those leading law firms involve. At the same time battle with Europe over the meg abuse, corruption  by those regarding that SIROP program, then Uganda Chief Justice efforts to help - First Lady Natalie Michel separation with President  J Michel, the mega pressure on SPPF /PL. The former first lady Sara Rene - in address to the nation at the state funeral 7/3/19, she said how five years ago she decided to embark,  take former President FA Rene on a very different and unique spiritual journey - this is Seychelles

In July, 1976 at our Independence those Spiritual institutions and those representing them then and the state of the nation, this 7th February 2019, all those from the SIFCO who joined the nation to pray for former  President FA Rene Service,  yet the state of the nation and the SONA  issues,  yet we have the WWW major contribution that SIROP program and the mountain,  mines of spiritual knowledge available. President  FA Rene took over this idea  and re branded it and promoted it as the Indian ocean Commission. Seychelles government reply to support our 2/3 years Training at the World Bank. We had to find work and joined a syndicate of  Procurement Austrian and multinational companies dealing in steel, oil, big credit, cement  military parts and other large government procurement. Again we found the people of President FA Rene elbowing us, stealing our information and connection for their Business, they were very big entities,  they would not have hesited to remove his government, safe for big business and his person. Come 1981 after some 3 failed. miss attempt at changing the government compelled to seek exile in London. Some of the rich,  affluent and important families from 'East Africa, those who traded in  coffee, Tea and import and reexport of expensive cars and credits. Those large British multinational we had been in contact and then cars, Seychelles Embassy then,  Porsche 938 driven by a close acquaintance they were into selling expensive  cars and other commodity to Nigeria, then 1981 Jaguar model - the big question everybody asked of my person what the devil was I doing in London - why. Our exile, refugee community  and the super soup we landed in,  even after writing that SIROP program, today worth some $4.5 billions, the person of former President FA Rene dead and buried with all the state pomp and what have you. For 30 years we have lived in Kent and from 1991, the issue of Mr Ashford in Seychelles,  those ex British police and Intelligence, events of the past 30 years. President FA Rene final moment and again state funeral and final resting place - the supposed Truth and Reconciliation Commission -today,  after the mega historic funeral we found our self having to park next to a Porsche 911 and parked in front of us a Jaguar both black,  recent model. Harry Payet was born in 1925, in Zanzibar of Seychellois parents and died at Praslin in 1997. His second given name, “Hockaday” meaning the second Tuesday after Easter, is derived from an ecclesiastical festival styled Hokeday or Hocktide. That feast ceased to be observed after the Reformation.

It is a rare given name, presumably the first one in the Seychelles, perhaps it was because he was born on the second Tuesday after Easter.

Harry Payet served with the British armed forces in North Africa and later in the Civil Service in the Seychelles. He was the first to demand that free speech was a right for all Seychellois and also the first to form a political party that feared the colonial authorities and the big landowners in the Seychelles. He created, with F V Julienne and Guy Fontaine “Seychelles People’s Convention Party” the first Political party in Seychelles; he also formed his second party the “Seychelles Archipelago Action Group”. Later, he formed the “Seychelles Islands United Party” (SIUP) with Rifned Jumeau. As Secretary General of SIUP, Harry Payet made an eloquent speech on 28 April 1963 at Gordon Square.

In January 1958, when he applied for permission to hold a public meeting on Gordon Square, he was told that no permission was required. However, he was warned to be in conformity with the law, and the meeting was arranged for the 26th January of the same year. His first political meeting (which was in fact the first political public meeting in the Seychelles), started at 4.58 pm and finished at 6 pm, it attracted over a thousand people. Harry Payet used his articulacy gift to inflame the poor, and condemned in violent terms their .oppressors. According to the police the following influential people were the main supporters of Harry Payet: Charles Evariste Collet, R A Mullery, Captain Harvey-Brain, Alexandre Deltel, R Murray, Sir Michael Nethersole * several others   and a few rich Indian merchants. The Seychelles authorities and Collet thought that Harry Payet’s speech might stir violence.

 

Seychelles was still a British Colony when Rifned Jumeau and Harry Payet launched in 1963 his SIUP (Seychelles Islanders United Party). He was determined to fight for workers rights in an era when the mass did not even enjoy the right to vote and when the British Governor was still nominating part of the Legislative Councils Members.

Two African countries, Zanzibar (now part of Tanzania) and Kenya both became members of the United Nations on 16 December 1963. This year marks fifty years since the two African countries have been members. The organisation’s membership grew to 115 members that year.

Independence and Union of Tanganyika and Zanzibar[edit]

In 1954, Julius Nyerere, a school teacher who was then one of only two Tanganyikans educated to university level, organized a political party—the Tanganyika African National Union (TANU). On 9 December 1961, Tanganyika became independent, though retaining the British monarch as Queen of Tanganyika, and Nyerere became Prime Minister, under a new constitution. On 9 December 1962, a republican constitution was implemented with Mwalimu Julius Kambarage Nyerere as Tanganyika's first president.

Zanzibar received its independence from the United Kingdom on 10 December 1963, as a constitutional monarchy under its Sultan.

Zanzibar revolution and merger with Tanganyika[edit]

On 10 December 1963,^[33] the Protectorate that had existed over Zanzibar since 1890 was terminated by the United Kingdom. The United Kingdom did not grant Zanzibar independence, as such, because the UK had never had sovereignty over Zanzibar. Rather, by the Zanzibar Act 1963 of the United Kingdom, the UK ended the Protectorate and made provision for full self-government in Zanzibar as an independent country within the Commonwealth. Upon the Protectorate being abolished, Zanzibar became a constitutional monarchy under the Sultan.^[34]

However, just a month later, on 12 January 1964 Sultan Jamshid bin Abdullah was deposed during the Zanzibar Revolution.^[35] The Sultan fled into exile, and the Sultanate was replaced by the People's Republic of Zanzibar and Pemba, a socialist government led by the Afro-Shirazi Party (ASP). Over 20,000 people were killed and refugees, especially Arabs and Indians, escaped the island as a consequence of the revolution.^[36]

In April 1964, the republic merged with mainland Tanganyika. This United Republic of Tanganyika and Zanzibar was soon renamed, blending the two names, as the United Republic of Tanzania, within which Zanzibar remains a semi-autonomous region.

In 1964 Rifned Jumeau merged his political party with Albert Rene and it became the Seychelles People’s United Party (SPUP). Rifned Jumeau was elected in 1969 for the Mont Fleuri Ward for the Victoria District Council elections, before being elected in 1970 for the Victoria South Electoral District as the member of Legislative Assembly.

Mr Jumeau was among one of the founding members of the Seychelles Islanders United Party (SIUP) in 1963 which later changed to Seychelles People’s United Party (SPUP).  The SIUP started in England. He was also a central committee member of SPUP from 1964 to 1974 and also served as its treasurer.

It is said that since the birth of SPUP newspaper ‘The People’ in August 1964, Mr Jumeau played an active role as editor and did his best to project his party’s policies, principles and achievements to the Seychellois public and to the outside world.

In an effort to delay the transition to black majority rule, Rhodesia's predominantly white government issued its own Unilateral Declaration of Independence (UDI) from the United Kingdom on 11 November 1965. (The government of the United Kingdom supported Rhodesia's transition to a multi-racial democracy.) The UDI administration initially sought recognition as an autonomous realm within the Commonwealth of Nations,

In 1965, the United Kingdom split the Chagos Archipelago from Mauritius and the islands of Aldabra, Farquhar and Desroches (Des Roches) from the Seychelles to form the British Indian Ocean Territory. The purpose was to allow the construction of military facilities for the mutual benefit of the United Kingdom and the United States. The islands were formally established as an overseas territory of the United Kingdom on 8 November 1965.^[15] 

We have been spending some time thinking of Mr Rufned Jumeau, given we had posted his obituary above that of Mrs Nazareth from Zanzibar, the Family, reading the linking issues/topics of Mr Rufned Jumeau and Mr Harry Hockady Payet, to discover he was born in Zanzibar - before Judge EJ Stiven arrive in Seychelles as an exile the Zanzibar Revolution I used to spend time at my Uncle Levy Ah Wan cobbler shop and Mr Desire Ah Time, the Police Station across and ~Archbishop Makarios and the old Adventist Church , the office of Union Lighter age and Maitre Loiseau office next door , among others Mr Adam they used to spend hours debating and discussing politic, the impression they left on my person and Mr Finley Roselie. Later after Judge EJ Stiven had arrived in Seychelles by then I had been to East Africa studied at the Company school and the Catholic College, had made the acquaintance of Mr Albert Rene, Mr Loiseau and Mr Guy Sion and others in Uganda. The Faure Family -the political issues which occurred in Seychelles and Judge Stiven was responsible for some of the Justice/Court issues. Nobody had ever said that he was born in Zanzibar - what a discovery and very important - had Lady Thatcher and his government known this, the Masonic /'Establishment and the White House of President Bush and later the Mitterrand. That SIROP program important role in changing Zanzibar and to some degree Tanzania - Lord Oxford never hinted or mentioned that Mr Harry Payet had been born in Zanzibar or the last Sultan or the Nazareth Family and other Zanzibari we have known over the years. For that matter neither Sir James Mancham and all his politicians and those form SPUP we had known . Certainly nobody from President Nyerere or those in Zanzibar at the time of writing that SIROP program, nobody from his highness the Agha Khan community - this discovery will make President Saddam Hussein very mad from his resting place . those who had judge we had no rights to involve the Arab/Muslim in our Indian ocean then situation/.issues that SIROP program and our community in exile in Britain then.

We have not had a chance to research Seychelles Archive, that National Assembly LDS and the Truth Commission and Reconciliation, all those like Mr Paul chow and others, new generation of politicians Hon Wavel Wankalawan and his Party who refused, are of the view the regional and international events of the Cold War do not matter as to what took place in Seychelles and how those experts or so call experts which want to explain events. We hold a different view - the need to study events and development of then Cold War in the Region what triggered some of those important decision, actions and yet what the British have written, the American and others as History and facts. Even the International Court of Justice the most important of UN Justice Organ.

The Mr Harry Hockady Payet we remembered his politic was of Liberal radical, He must have flowed events in his native country and East Africa then Seychelles colonial media Gazette.

He must have know the role Judge E J Stiven played leading up to Zanzibar Independence, either he kept it to himself or share it with the SPUP . Those who knew studied the situation then vast more issues than we have addressed here fairly certain there would be a coup d'etat in Seychelles, those who would be killed and their property confiscated and yet. Those from Sir James Mancham camp, those who had know that Mr Harry Hockady Payed was a Zanzibari, certainly with good contacts and knowledge of what was going on, eventually the British Administration, the Police, the US Intelligence than the CIA and MI5 .

His Joining the DP and much later representing the SNP on Praslin after the return of Multiparty, yet no mention of that SIROP program and all those from 'Zanzibar who had helped and impute in that SIROP program. . The Sultan Family, others from the Gulf Region and other Colonial officials. Person like Chief Justice Wolfgang Durado. The person of President Julius Nyerere then OAU 1986/87 -In July 1987, Nyerere returned to the University of Edinburgh to attend a conference on "The Making of Constitutions and the Development of National Identity", where he gave the opening address on post-independence Africa.^[244]

A new controversy is brewing over the government’s decision to allocate a plot of land on Ile Perserverance for the construction of a cricket pitch.

Cricket is not Seychelles’ national sport and is mostly played by the Indian expatriate community and a handful of Seychellois, so why such investment?

Land in Seychelles is scared yet the government has taken it upon itself to allocate a plot of reclaimed land being paid for by Seychellois taxpayers that will end up being used mostly by foreigners who play cricket.

But that decision dates back nine years ago.

In January 2010, during the visit of the African Cricket Association (ACA) Chief Executive Cassim Suliman’s to Seychelles, then Community Development, Youth, Sports and Culture Minister Vincent Meriton promised to look for available terrain and present a case to the Ministry of National Development for approval because ‘the sport needs a separate ground.’

But not everyone is happy with the decision made by the Faure administration.

We have saved this photo - the EU and it s government /politicians ask why people flee their country to safe Europe, Seychelles is supposed to be a half safe country, yet - that SIROP program and now NEOM they were not India or the Indian community in Seychelles who concepted that program and implemented it, instead they joined the other to defraud, steal, cream off as much as they could and embellish their person and Community events the past 30 years in Seychelles, they were poor and destitute. You people in Seychelles know only the half story of Yemen what triggered that bloody civil war and the thousands dying. Show me one bit land or building dedicated to those 25,000 exile/refugees from Seychelles , we have gone though some 12 or thirteen attempted coup d'etat to find solution inn the end that SIROP program, the Indian Construction companies made their fortunes, in East Africa What took place, again it was that SIROP program which enable those Indian community to return yet. These are the kind of national provocation that fuel and start such situation then what the UN and world media will garbage the mass.

How many remembers our exile era in London form 1978 to 1991, the British media coverage daily or special events of Cricket and indeed the many films and documentary on Crickets, across Britain the many multi purpose fields for Crickets.
